How to Submit
The new EEO-4 Online Filing System offers two options for submitting 2021 data. Filers can enter data into a secure web portal directly or upload a data file. The new EEO-4 Online Filing System has been updated to improve usability and system functionality. Data elements and features are consistent with past EEO-4 data collections. The EEO-4 Online Filing System is available for the 2021 EEO-4 from July 27, 2021 through January 4, 2022. Filers can create a user account with the Registration ID provided in a letter via U.S. mail to previous filers or at registration for new filers.

For most filers, entering data directly into the Online Filing System is the easiest way to complete your EEO-4 report. The User’s Guide is a step by step guide to the Online Filing System, and provides an overview of the process and instructions for entering your data directly into the online application.
Data File Upload Instructions
Filers that want to prepare a transmitted data file (i.e., data file upload) to populate the 2021 EEO-4 Report should carefully review the formatting in the data file upload guidelines. Please use these to prepare your EEO-4 data if you choose to use the data file upload process.
The Instruction Booklet provides an overview on the filing process. This includes which school systems and districts need to file, the filing process, classifying employees by race/ethnicity and activity assignment classification, definitions of key terms, and the legal basis for the filing.
