9/26/2023 - 2023 EEO-4 Data Collection Opening on Tuesday, October 31, 2023

The 2023 EEO-4 data collection will open on Tuesday, October 31, 2023. The EEO-4 online Filer Support Message Center (i.e., filer help desk) will also be available beginning Tuesday, October 31, 2023, to assist filers with any questions they may have regarding the 2023 collection. The deadline to file the 2023 EEO-4 report is Tuesday, December 5, 2023.

All updates about the 2023 EEO-4 data collection, including supplementary resource materials, will be posted to www.eeocdata.org/eeo4 as they become available.

9/13/2023 - 2022 EEO-1 Component 1 Data File Upload Specifications Now Available

The 2022 EEO-1 Component 1 Data File Upload Specifications are now available at https://eeocdata.org/pdfs/2022_EEO_1_Component_1_Data_File_Upload_Specifications.pdf.

The EEOC requires electronic submission of EEO-1 Component 1 report(s) through a web-based data collection application (i.e., portal) referred to as the EEO-1 Component 1 Online Filing System (OFS). Filers must submit workforce demographic data electronically in the web-based portal (i.e., OFS) through either (1) manual data entry or (2) data file upload. The “manual data entry” option requires directly entering workforce demographic data into the OFS. The “data file upload” option requires uploading a data file using the 2022 EEO-1 Component 1 Data File Upload Specifications.

Filers choosing the “data file upload” option should read the newly updated 2022 EEO-1 Component 1 Instruction Booklet prior to and in conjunction with using the 2022 EEO-1 Component 1 Data File Upload Specifications (i.e., “Data File Upload Specifications”). Filers must ensure they are complying with the EEOC’s substantive filing requirements detailed in the Instruction Booklet and should not refer solely to the “Data File Upload Specifications” to complete their required 2022 EEO-1 Component 1 filing. The 2022 EEO-1 Component 1 Instruction Booklet may be found on the EEOC’s dedicated EEO-1 Component 1 website at https://www.eeocdata.org/pdfs/2022_EEO_1_Component_1_Instruction_Booklet.pdf.

9/6/2023 - 2022 EEO-1 Component 1 Instruction Booklet Now Available

The 2022 EEO-1 Component 1 Instruction Booklet is now available at https://eeocdata.org/pdfs/2022_EEO_1_Component_1_Instruction_Booklet.pdf.

As part of its ongoing modernization efforts and in response to feedback from filers in prior collections, the EEOC’s Office of Enterprise Data and Analytics (OEDA) has redesigned the EEO-1 Component 1 Instruction Booklet to better meet the needs of filers. The Instruction Booklet consolidates existing filer-support materials, including frequently asked questions (FAQs) and fact sheets, into a single resource for filers and provides additional information to clarify reporting requirements. Like the dedicated EEO-1 Component 1 website launched by the EEOC in 2021, the updated Instruction Booklet will serve as a “one-stop-shop” containing important information for new and returning filers.

EEOC has partnered with Westat, a private research and data collection firm, to conduct and manage the EEO data collections.

EEO Data Collection

The U.S. Equal Employment Opportunity Commission (EEOC) processes employer information data that are used by the EEOC to investigate charges of discrimination against private employers, local referral unions, State and local governments and public elementary and secondary school systems or districts. The reports require information on employment status by sex and race/ethnicity. The EEOC collects workforce data from employers with more than 100 employees (lower thresholds apply to federal contractors). Employers meeting the reporting thresholds have a legal obligation to provide the data; it is not voluntary. The data are used for a variety of purposes including enforcement, self-assessment by employers, and research. Each of the reports collects data about sex and race/ethnicity by some type of job grouping. This information is shared with other authorized federal agencies in order to avoid duplicate collection of data and reduce the burden placed on employers. Although the data is confidential, aggregated data are available to the public.

About EEOC

The U.S. Equal Employment Opportunity Commission (EEOC) is responsible for enforcing federal laws that make it illegal to discriminate against a job applicant or an employee because of the person's race, color, religion, sex (including pregnancy, transgender status, and sexual orientation), national origin, age (40 or older), disability or genetic information.

Most employers with at least 15 employees are covered by EEOC laws (20 employees in age discrimination cases). Most labor unions and employment agencies are also covered.

The laws apply to all types of work situations, including hiring, firing, promotions, harassment, training, wages, and benefits.

EEOC carries out their work through their headquarters offices in Washington, D.C. and through 53 field offices serving every part of the nation.
